Right of Return:  Sari Nusseibeh Controversy

In late 2001, Sari Nusseibeh, the Palestinian Authority’s diplomatic representative in Jerusalem, launched a controversial debate about the Palestinian Right of Return by declaring that in the framework of two-state solution, the Palestinians cannot demand the return of refugees to homes now located within the internationally recognized boundaries of the state of Israel.

There have been spirited responses to Nusseibeh by Palestinian scholar Salman Abu Sitta and refugee advocate Terry Rempel of Badil, among others. The al-Awda network—established to advocate for the refugees’ right of return to their pre-1948 homes— has collected signatures on a petition to Palestinian Authority (PA) Chairman Yasser Arafat, demanding Nusseibeh’s dismissal from his post. Though this initial debate has been enlivening, it has been followed by less productive contributions, both from Palestinian and Israeli commentators.
